Will a paver patio heave in our winters?

Not if the base is right. Most failures out here come from skimping on base prep. We compact it properly so the patio stays put through freeze-thaw.

Do retaining walls need engineering?

Small landscape walls usually do not; taller structural walls can need engineering or a permit. We will tell you straight which one your lot calls for.
